My parents had a Dachshund named Snoopy who did something similar. He started to howl, then caught himself mid-howl, stopped, looked embarrassed, then slunk away to hide in shame!
Also, I suddenly have an image in my mind of Mew-Two only using telepathy to speak, because while his mental voice is deep and intimidating, his physical voice is high and screechy like a real cat!
