I use Photoshop CS, poorly, and my basic grasp of colour theory. This books alright (if a little on the basic side) - [link]
Theres also plenty of fine tutorial floating around on Deviantart and else where, a google search should unearth a few, good luck

i like that the colours arent hugely rah rah bright and it looks very stylised, like cg watercolour. very smooth.

Thaks, i wanted to try using the wishy washy look and then cell shade it, the result isnt as hideous as it sounds thankfully...

mind you, I feel the shading would have benifited from having a higher contrast in order for it to stand out more - regardless though its rather nice
