Lastly, and possibly least likely to have made it; as with MegaMan, you could've gone with ANY anime or manga character possible, to a certain extent (no true DragonBall Z fan could EVER convince me that Son Goku could work in Smash while still doing the character justice).
But this decision would represent not just a franchise, but an entire entertainment MEDIUM; which means, we've got to do it right! Now then:

LIVE! From the land of the rising sun, we know her simply as high-school student Usagi Tsukino, presenting the Pretty Guardian of Love, Peace, and Justice: SAILOR MOON!

Many of her special attacks are based on abilities showcased in the anime, with one exception: standard B had to be DBZ's Kamehameha Wave, don't ask me why. You can even swap it out for a Hadoken or a supercharged variant.
Her <>B would be the Moon Tiara, which would work like Link's Boomerang. vB would be one of 3 defensive moves: one that works like Pit's vB, one akin to ZS Samus's Jump Dodge, and the third is actually based on a power only used once, in the first episode.
