These are .png format.. how do you use them?

Well, a dock program can read .png files.
If you were using some other icon replacement method, the author would either need to upload the .ico's, or alternatively, you could open them up yourself and save them to .ico format

I think he means like OneNote and Access and all those other Office programs.
I would LOVE to use these, but my dock would look rather ugly with half of office still having their original icons.
