I know of a few but the skin used specifically in your screenshot I can't find anywhere.
Edit: I found a forum that links to the mod (or at least a similar mod), but the mod no longer exists.

i just realised that the second link in the description that was the armor mod link doesnt lead anywhere. i assume that the modder will probably re-upload a new version so he deleted the original mod until he does... i hope

People on the Nexus are saying the mod author was banned, which is why it disappeared.

hate it when that happens. Well look...the geck will come out and modders are gonna start making nice stable and safe mods , then we're gonna get the dlc's....and the modding will go on and on...so just be patient for a few months. And I guess when the modding tools come out modders will do something about the lack of enclave in this game.

you can find these pieces only if you are high level. I just cheated through the console cause I cant play without the enclave power armor. and I retextured it ofcourse
