There aren't really any rules to break. Mic can't keep a living thing from dying, but he can use the energy of life and once it has been freed through death, he can use it to give life again. But he cannot create new life without taking any at first. The bones and teeth he's often wearing are like containers for life energy. He collects it, stores it, and sets it free again to create new life once the time is right.
But to answer your question: Mic doesn't really have the understanding of emotions to know when or how to make someone happy. >_> He's a bit slow and like an emotional cripple... but he's learning, and trying. Bringing the bird back to life was only meant to visualize the concept of life and death as inseparable things to Metz, so he will understand it better.
