Well i used medibang for as long I draw digital 
So it's easier for me to use but I also draw on tablet 
And bonus is that it is free and you have a big range of options

I learned how to use it by myself 
But about the last two questions I can't answer that because I don't know eiter. I never used paint sai and I don't have a computer anymore
