"KEEP CALM AND CARRY ON" was a motivational poster produced by British government in 1939.Gesture of holding up three fingers was depicted in Hunger games, as a sign of respect.

As for the sign; It's both. The Three Fingers was a sign of respect in District Twelve, used to someone you love. However, when Katniss showed this gesture to an ally in the Games after their death, it sparked the beginning of the revolution and becoming a sign of rebellion. It was also shown as a sign of rebellion when the people of District Eleven showed this gesture of respect to Katniss during the Victory Tour after the Games.
