Dr. Ivan was once a psychologist in his native country of Russia. Unfortunately for him, after committing murder he chose to flee to the Ukraine where he hid out in the abandoned city of Chernobyl. He intended to only spend a day at most, but the manhunt was so intense that he ended up spending a week in the heart of the irradiated zone. Somehow this unlocked his mutant DNA and gave him some superabilties that the Ukraine government wasn't prepared to deal with in their prison system; so he ended up being transferred to the United States and was snatched up by Director Smith for her program. Currently Ivan has both a tracker and explosive implant and is allowed to work at the City Museum.
Next to him is Bellamy Lightfoot, who is neither a criminal nor a government agent. Bellamy is a Native American who insists his super abilities come from his attunement with his peoples ancient traditions. Currently Bellamy is on a 'spirit quest' that became intertwined in the Chain Gang's last mission; and Director Smith is allowing the powerful mutant to continue participating in the groups missions as long as he continues to be helpful; treating him as a volunteer.
