Over the past several yonks, I've been working on a Megaman X tabletop system, codenamed X Cathedra before it goes public. It's still in alpha, but it's starting to reach the point where I'm comfortable with testing it publicly with groups other than my close friends. We've been doing various different test games for almost half a year, now,Β and after this and the next test run finishes I'm going to seriously look at getting it out for other people to play.
This guy and Hell Devil were NPCs that were used for the test run. This guy was a boss to fight against. He ended up killing a player! Neat!

Tempest Threasel is a wind-based kamaitachi reploid, in control of localized weather phenomena and capable of emitting extremely powerful blasts of wind.
He was originally designed to act as a weather maintainer for a small Ainu suburb, protecting them from tidal winds and typhoons. He worked closely with the citizens and took care of everyone, and was particularly close to the historical temple and its attendants. Fascinated by their history, he studied martial arts underneath the temple leader, and used it alongside his ability to harness and expulse the winds to do his work more efficiently.
However, as powerful as he was, it wasn't enough. Over the years, global ecological instability had kept making his job harder and harder--even with more applications for clean energy, the entire world stood against him trying to protect the place he called home. And then, at one point, it hit a pitch as the stormiest season yet devastated the town. Typhoon after typhoon hit the place, and even as he tried his best...he was simply one man. And there were too many.
He woke up missing his legs, surrounded by the ruins of a place he once called home, and with the bodies of those he had previously called his friends surrounding him.
He hid himself while he repaired himself, and afterwards tried to sift through the town wreckage, trying to recover something, anything, that was still intact.
The more he went on his fruitless search, the more realized just how pointless his job had been. While he knew the blame could never fairly be lay at the hands of a single person, the cruel reality of how people were willing to slowly destroy themselves over time with no regards for others hardened him. People had little regard for the world at large and how their actions affected others. And so...why should he invest himself in things that other people can take away? Why should he form attachments to temporary things that could vanish at a moment's notice? So over time, he simply closed himself off to others.
With his powers still honed, he took work as a mercenary doing work simply for his own benefit as he saw fit, with no regard for any higher cause or loyalty.
As a mercenary, Threasel specializes in industrial espionage; a combination of wind-based powers, traditional martial arts, and stealthy training allows him to infiltrate facilities, steal tech and data, and cut down any security that opposes him. Drifting from place to place as a non-viral Maverick, he does crimes, gets paid, and then skips out to whoever else needs his services.
He mostly keeps to himself, nowadays. He doesn't interact much with other people, and when he does it's mostly through dry humor and sass, intentionally trying to push buttons to goad others into reactions.
His run-ins with Maverick Hunters have been infrequent, but each time he's managed to evade capture and either slide by or take out their agents. He's both a dangerous foe through and through--but anyone who's paid close attention to his profile would have noticed something odd. Throughout all of his missions, any humans who've gotten in the way have been "attacked"...by getting picked up by small tornadoes and getting deposited outside of the area without lasting injuries.
