Incidentally, with the comment about being "8 million light years away from the nearest governmental station", does this then mean that Terraseninia is located all the way over in another galaxy and that humanity in this age has not only interstellar travel capabilities but intergalactic travel too?

Indeed, unlike other science fiction novels that have the same premise I wanted to make earth a healthy place. Clean energy is used as a main source of energy and with a unified government , it allowed technology to progress. With new tech that allows them to travel across the universe humanity has taken the prospect of colonizing new planets along with studying the biology of life that exists on some of these exoplanets.
