3rd time I've done this meme, but it's quite full this time.I need to cosplay more girls!
NOTE: Yes Decora isn't exactly cosplay >3> I put it in because I wore it to Expo and it was very different to my usual fashion! Perhaps this is more a cosplay & jfashion meme~

Do you have any tips to offer me as i am planning cosplaying Decora this year <3
:3 like what do i need to start collecting. Also Can decora have a dark side? like no pink and pastel colors but all other rules are followed?

I don't exactly follow the 'rules of decora' because I used tons of bright rainbow colours when generally like you say decora is pink and pastel. But I kind of interpreted decora to be a free fashion where you can express yourself c: So I say you can go for a darker decora if you want too, it sounds cool!
So the first thing I did when preparing for deco was to buy tons of beaded jewellery. I got most of mine from Claire's Accessories but they can be pricey, they do sets of about 6 necklaces for £6 I think! Building up a collection of hairclips was fun but again pricey. I got a few from the children's department in clothing stores (H&M is great!) a few I made myself using charms and the rest I ordered online. I also brought about 6/7 hairbands to wear which I suggest if you wear some to wear them in for a few days before because they can cause massive headaches, for me anyway >w< I bunch of other things I got were from cheap £1 toy machines, the great thing about deco is you can wear anything as an accessory!
As for the clothes themselves, the best advice I can give you is to keep layering! Make sure you have a clash of patterns like Polka and striped, if you're doing a darker version perhaps tartan would work well too! <3 Wear lots of different socks of all lengths and hoodies/track suit jackets are pretty standard things you see in decora~

Thank you for the infromation. I know there are no real "Rules" to decora but guidelines are always present. I Am glad you went on a lot because it a lot more helpfull than just a line or two.
