I draw the frames with sai and animate with Windows Movie Maker. Under the home tab there's a button that says "Add music". It's right next to the first button that says "Add videos and photos".
Download a music file from the web, extract to a folder you can access and add it from there. If you still need help, I'll try to make a tutorial.
