Description

China, the Middle Kingdom, probably the oldest nation on Earth, and now the most radioactive one. In 2066, the Chinese launched an invasion of Alaska to claim the last pockets of oil on Earth. Despite its initial success, the War against the US dragged on, and the invasion got repealed after a 10-year long campaign. At this point China was already crumbling in face of massive famines, fuel shortages and a lack of trust in the ruling Chinese Communist Party. To top it all off, the Americans invaded China proper in March of 2077, passing through Soviet Territory and crossing the Amur into Manchuria on the 12th. Though Chinese resistance was strong, it seemed nothing could stop the American advances towards Beijing. The Dragon was dying, but it would not go off with a whisper, and certainly not alone. The CCP sent several warnings from their refuge in Xi’an that went unanswered, and on the 23rd of October 2077, as the Americans were entering the Forbidden City, the Great War started, and nuclear fire rained down on humanity.

China was certainly the country hit the hardest by the bombs, as they received the full power of the American arsenal, turning all of their major cities into graveyards. Nowadays, a lot of monsters and abominations lurk in the Wastes, including tigers with a protractible jaw, giant panda bears and spike-projecting armoured turtles. As for man-made abominations, the Chinese government was more advanced than the US in the field of biowarfare, and the bombs led to the release of a large numbers of the dangerous agents and deformed human test subject into nature. The other field in which the Chinese scientists were specialized in was stealth, meaning invisibility apparels and other stealth suits are far more common in the Middle Wasteland than elsewhere in the world (something akin to how power armours are common in the U.S wastes).

But despite all of this, it will take more than a nuclear apocalypse to kill the Chinese nation, which has stood the test of time for three millennia already. Now, 200 years after the bombs, more and more survivors leave their vaults, the radiations are being tamed, new states are forming, warlords are fighting again, dynasties are being established. The Celestial Phoenix rises from its ashes under a new golden sun. Soon, the era of the Great Devastation will be over, soon a young dynasty will seize the Mandate of Heaven. China will be reunited, will the Americans be able to say the same ?

Factions

The Three Dynasties :

    -          Yang Ki : What started as a provisional military government established by the American soldiers gradually got assimilated into Chinese culture. Over the past 200 years, the Commonwealth of Jefferson adopted more and more of its host countries culture, like many invaders did before it, culminating in 2231 when Governor MacMillan officially proclaimed the Eternal Yang Ki Dynasty, and claimed the mandate of Heaven as Emperor.

Though, most of the Yang Ki’s culture is close to the other Chinese factions, they kept English as the official court language and wear both Chinese and American names. Their symbol animal is the Eagle, which appears in the traditional Chinese art style in lieu of the Imperial dragon.

    -          Lin Dinasty : A faction born out of Vault 23 in Nanjing, while Administrator Lin Cikai was initially supposed to re-join the CCP once the door opened, she quickly figured the Party wasn’t strong enough to oppose her should she declare her community autonomous. So that’s exactly what she did, re-establishing a kingdom of Nanjing and basing her legitimacy on pre-communism Chinese culture. In 2231, when the Yang Ki claimed the mandate of Heaven, her descendant took it as a challenge and also assumed the title of Emperor of China, establishing the Lin Dynasty.

    -          CCP : In the end, the CCP have delivered on the promise they made before the invasion of Alaska : if the party falls, it will take the entire world with it. For the higher-ups, planetary nuclearization and 7,5 billion dead was the price to pay for the survival of communism. Now 200 years later, the old decrepit members try to exercise a power they’re not even sure they want, but are too afraid to let go of. Locked up in a giant bunker under Xi’an, too big for the number of residents, constantly crushing them by its sheer size and aggressive red atmosphere, the 20 ghouls that launched the bombs live a meaningless life, exercising a vague power only through a shapeless bureaucracy, never seeing the light of day and wondering if it was all worth it.

The Hundred Kingdoms :

    -          Neo-Shaolin Order : Though the famed monastery had a lots of ups and downs during the communist period, it became a haven of stability post-War. The monks train to be proficient in a new type of martial art : gunpowder kung-fu, which uses the power of ancient tradition and Black Star 7,62 mm pistols. This surprising blend has turned them into the most effective task force of China, and they often act as mercenary hitmen for whoever’s able to pay them.

Though their main base is the historical monastery at the foot of mount Song, they have established chapters throughout the Middle Wastes and due to their vow of neutrality, are often required to act as intermediaries and peacekeepers during negotiations between Warlords.

    -          Triades of the Pearl River : Heavily polluted by the radioactive wastes of the river, the waters are nevertheless home to a large amount of people, who developed a unique mutation allowing them to drink and swim in the water, whose acidity would burn any other human being. The Triades are a bunch of crime families descended from both the local mafia and the corrupted multi-million corporations of old (which were already largely intertwined pre-War). This unholy mix now imposes its tyrannical will on the inhabitants, all while fighting amongst themselves and showcasing the worst aspects of Capitalism and Communism at the same time.

    -          Heavenly society of Righteous Vengeance : A secret society founded by farmers before the War whose goal was to overthrow the flailing CCP. Nowadays the society is an agricultural power in the Wastes, and are ironically closer to the rural socialist society Mao envisioned than China ever was (though it’s not an utopia by any means, life’s just as shite as anywhere else).

    -          Kingdom of the Misty Mountains : Also known as the Kingdom of Sichuan, it was founded by the refugees from Vault 238 fleeing the ruins of Chengdu. They took refuge in the mountains after a weird toxic radioactive mist appeared in the valleys. Nowadays, they live in cities perched atop the mountains and linked by great rope bridges hanging above the toxically  foggy valleys and secluded from most of the world.

    -          Monkey Kingdom : A kingdom of mutated intelligent monkeys that seemingly came out of nowhere, as if they were born of the rocks themselves. Their leader is an expert staff wielder and is to be called Great Sage Equal to Heaven (he insists). Other than that the monkeys are rather peaceful, preferring to stay away from human (except Buddhist monks who are always invited in their Kingdom for some reason)

    -          Post-Nuclear Kuomintang : Though the CCP exterminated 70% of the population of Taiwan after they finally invaded in 2065. The surviving population and the government waged guerrilla warfare in the mountains of the island, which was made possible thanks to the help of the indigenous population. After the Apocalypse, the KMT was reborn and their first act was to turn on their indigenous allies and try to drive them from the island, which they failed miserably and had to concede most of their territory.

    -          Free Republic of Wuhan : Perhaps the one democratic faction in the Middle Wastes (apart from the NCA), the Republic of Wuhan is modelled after the ideal Republic of Sun Yat-Sen and located in one of the most prosperous trade spot in China.

    -          Christian Socialist Party : A community founded by the Chinese Catholics forcibly displaced in Manchuria pre-War. Their assigned Vault was conceived to be deficient as a way to rid China  of this undesirable religion in the eyes of the CCP.  But despite this sabotage and through quite a lot of luck and effort (and/or intervention of the Holy Spirit depending on your faith), the Catholics managed to overcome the odds and establish a new nation in the Wastes.

    -          Changsha Laboratory of Infectious Disease : As part of their war effort, the Chinese government had made a lot of progress in  the field of bioweaponry. The main objective of the Chinese labs was to create an agent that would selectively target Americans to repeal their invasion. A lot of viruses were tested on captured American soldier but in 2077, the main goal hadn’t been achieved. In 2291, the scientists are still hard at work, having created hundreds of viruses and mutagens, some useful, some not. The scientists have heard rumours that one of their guinea pig of the “melting flesh” project has escaped to the South-West of the country, but that’s too far for them to care.

    -          Siblings of the Divine Flesh : Without a doubt the most terrifying faction of the Middle Wastes, the Siblings were all individuals before being absorbed into the monstrous amalgamation that currently sits in the ruins of Kunming. All the Siblings are one with the Great One, and can melt with him or split into humanoid individuals according to the will of all. This terrible state of affair is due to a virus elaborated in the labs of Changsha, one of the Americans (who have been bred specifically to be labrats for the past 200 years) escaped and contaminated the inhabitants of Yunnan.

    -          Invisible Kingdom : The result of an experiment gone wrong, one of the local warlord managed to put their hands on the data of the CCP’s pre-war research on experimental stealth suits. Eventually, his scientists developed invisibility fields capable of hiding entire armies or cities. Once even fooling a raiders party by hiding his capital in the ruins of Guiyan and luring them into a trap further down the ruins.

Barbarian factions :

    -          New Commonwealth of Jefferson : In 2166 a schism occurred in the American Commonwealth between the two political parties called “Milk-drinkers” and the “Lemons”, the Milk-drinkers wanting to preserve American culture and their opponents wanting to assimilate into Chinese society. Eventually a civil War broke out and the latter won, becoming the Yang Ki dynasty while the Milk-drinkers fled to Qingdao. In 2290, the NAC is still an island of anglo-saxon culture in the vast Chinese wastes.

    -          Bön Kingdom : A Tibetan Theocracy, governed by a monastic order practicing the ancient Bön religion. Their reclusion and remoteness has led the Chinese population to mistake them for the mythical Shambala, a paradise in the Himalaya. Though they are not in fact a utopy, the monks are more than happy to capture the desperate Chinese refugees and daring adventurers and enslave them to fight their wars against the Psychic armies of the Dalai Lama and the Tibetan Communist Party. But through it all, there may be a reason the legend of Shambala still lives on …

    -          Northest Vietnam : The result of a colonization project by the North Vietnamese government in the Guangxi region after the War. The declared goal of the project being to “stick it” to the Chinese.

    -          Vaanchig Khanate : One of the numerous khanate of former Mongolia, living in the harsh environment of the steppe, with the strongest radstorms in the world. The men of Vaanchig Khan are known for riding giant wolves instead of horses, making them more effective in battle but far slower across long distances.

    -          Half-Horse Khanate : Amongst the various mutations that occurred in the fallout of the bombs, none were quite confusing as the one that ended up creating centaurs in the East of Inner Mongolia. Did the horses evolved a human upper body ? Did the locals evolved a equine lower body ? Did some unfortunate horseman fuse with their horse ? Did the CCP had something to do with this ? Nobody knows. Anyways, these new Horse-Men adapted well to the geography and culture of Mongolia, and their Khanate frequently raids both their fellow steppe nomads and the sedentary Chinese down South.

Disclaimer : I want to add that the whole Laboratory working on a deadly virus and it leaking out is not a commentary on a certain recent pandemic. The Chinese are actually experts in bioweapon in the Fallout universe, I am not implying anything with this. Please Mr Xi, don’t send an atmospheric balloon to kill me.

Translation of the Chinese text :

About the time of the Great Devastation, three dynasties and a hundred kingdoms :

In our long history, many foreigners have attempted to destroy us : Huns, Turks, Mongols, Manchus, British, Japanese … The Americans are only the last of this long list. They underestimated us, believed we would rather cower in front of their horde than bring about the apocalypse. But in their arrogance they forgot something:  their artificial country, held only by laws and their empty “constitution” has way more to lose than us. China is a real nation, one that has stood the test of time for 3000 years and lives on in the heart of every citizen. There has never been any doubts that our glorious fatherland would reunite after the War, like it has always done. And now, as the day of glory is getting closer, the United States are dead, those who thought they could outlast us are gone, buried under our bombs, under our wrath. Their children are bickering about like headless chickens, having fallen back into their natural barbarian ways, forgetting the pathetic “nation” they once believed to have. In truth I say: the Great War is won, China is triumphant once again !

-Wu Fenjian, consultant on barbarian matters of the Lin Emperor

“The Empire, long divided, must unite. Long united, must divide. It has always been so.”
