What is Bludgeon's cult and how did Bomb-Burst change like that?
The answer lies in "The Balance, Crack'd", page 1 , page 2 , page 3 .
It seems that Shockwave changed his mind, since the early days of the alliance seen in SoD: Shockwave/Soundwave . Maybe, saving and rebuilding Ratbat sounded more logical.
