Profile.
Because of the side effects of his peculiar talents, Soundwave underwent a unique CNA imprinting when he first came online-- one that irreversibly define his basic personality traits.
The strong self-preservation instinct that was instilled within his Protoform mixed with some distinctive features of one of the mechanoids who greeted him when Soundwave emerged from his Stasis Pod: the cold, callous Shockwave.
Since then, Soundwave's life has been a constant search for personal gain, pursued through merciless calculation and silent manipulation of whoever can best serve his interests.
Cynical, ruthless and opportunistic, Soundwave learned to exploit the other talents of his alt modes during the Liberation Epoch.
As a liaison and communication officer for the Cybertronian military forces, he was given command of a group of mechanoids with limited sentience, whose main purpose was helping him maintain a communication/surveillance planetary grid.
Almost immediately, Soundwave realized that the unquestioning obedience forced upon his assistants could be exploited in a variety of ways.
That was when he started seeing them as "minions".
With their help, he began collecting information on his own comrades in arm, focusing on the unruliest ones, and creating a huge database containing their darkest secrets.
Reabsorbed into civil society after the end of the battles of the Liberation Epoch, Soundwave continued to pursue his own survival through blackmailing and hidden manoeuvres, but very soon he realized how his own life style diverged from the collective's ethics of common good.
The need for kindred spirits drove him to join the Clandestine Movement, whose hierarchy he quickly climbed, proving himself irreplaceable in finding Cybertronians that could be blackmailed into financing and supporting the Movement's expensive requirements.
His apparent loyalty to the Decepticon commander is a reflection of his personal obsession as well: believing that his best chances of survival lie in acting as an Γ©minence grise-- a secret advisor-- influencing events while avoiding the spotlights of notoriety, he sees no better screen to hide behind than the vainglorious Megatron.
Weapons/Abilities.
Soundwave's body possesses a structural architecture that is more versatile than most, thus making his in-between transformation stages useful as camouflage alt modes.
His actual alt mode is a mobile communication station, able to interlink the secondary nodes of his minions, in order to weave a planet-wide linkage net.
This same functionality is provided by his standing communication mode: a sort of transceiver tower, that provides a more effective camouflage as well.
The last in-between transformation stage is the mode of antenna/streetlamp: completely disguised, it provides a shorter link range with his minions.
On the back of his robot mode, there's the input port for his minions, whose Cassette modes can be housed in his chest.
Those minions perform different functions.
In robot form, they perform specialize duties (surveillance, shadowing, active tracking).
In Data-Cassette mode, they act as linkage nodes, or can combine with Soundwave, expanding his capabilities for data storage/download/upload.
Because of his ability of manipulating electromagnetic fluxes, Soundwave is equipped with unique cerebral resonance membranes, a neural net that allows to tune in someone else's Metaprocessing frequencies.
This is what certain less-evolved alien species may call "telepathy".
Soundwave's standard rifle, that act as a transmission parable in his other modes, emits a coherent radiowave beam, able to interfere with the servosystem linkage net of any mechanoid or device.
Weaknesses.
The Metaprocessing resonance can turn into a sort of psychological submission, when the other mechanoid's mind is too strong: in a nutshell, this means that-- willing or not-- Soundwave absorbs the mechanoid's personality traits for a certain lenght of time.
In thie cause of his encounter with Shockwave, the effect was permanent.
Soundwave is at his best when acting through deception and anonymity.
In a direct fight, without intermediary such as his minions, he possesses average battle abilities only.

Two questions,one: does this version of Soundwave speak with his classic robovoice? and two: would we count as one of those....less evolved species?

One: as you can see in the related comic , Soundwave speaks normally: we followed the lead of War Within and Spotlight: Soundwave for that.
Two: on the contrary, he counts as quite an evolved specimen to us! (Again, in his story you will see why).

they did, there are 4 of them coming out in the Generations line. Optimus, Bumblebee, Megatron and Soundwave (not this design of course). Optimus and Bumblebee are just hitting shelves now as I understand it.
