They aren't at all; their eggs were only being looked after in this same place. If they were siblings, Cynder wouldn't confess her love to Spyro in the end of DotD, would she? And also, there's a complete difference of their appearances. I know that purple scales may be unique, but they have different colours of eyes, horns. And if they were siblings, Ignitus would tell Spyro about it when he was explaining to him who she really was in A New Beginning.

I could hardly believe a fact that they were close relatives; the motive of growing love between them, especially in DotD was far too clear for such a situation to occur.
