alright SO! I know I am a little late on this but give me some time and I will answer the rest of the questions, it has been a while since I put myself to answer these so yeah XD anyways, here's to show you I am answering stuff, I will try to keep myself more constant on this so please be a little more patientRelated content

in gen 4 torterra and infernape would be making fun of empoleon and in gen3 actully there balanced (by types only)

Easy, easy. Both of you are great! Primarina is a specially offensive wallbreaker and very good in singles(A tier in Smogon UU) and Incineroar, once Intimidate is available, will be very good in VGC Doubles.
Unfortunately, Decidueye, uh...
it's not great competitively.

that's because people choose those two more than Decidueye because everybody else choose Decidueye based on looks, it's not meant for competition but it's not a bad pokemon either, if anything again, one of the more neutral starters, you can use it for pretty much all things arround, wall breaker, defensive evasive maneuvers, swiper if they managed to do it so, and perhaps more
again, not meant for competition but not as bad as say Serperior, plus, Fire and Water types have more offensive moves than defensive so that's another thing to consider, while Grass has more of a focus on stat effects and indirect hits, at least most of the moves

That's true. Decidueye isn't really meant for competitive play because it's stats, while balanced, aren't well distributed. It has 100 base Special Attack but next to nothing for special coverage moves. It's stuck with STABs and Hidden Power. It's faster than Primarina and Incineroar but it's still slow. Base 70 is too fast for Trick Room and it's too slow otherwise. It's not a bad Pokémon by any means. Spirit Shackle is a great move and Decidueye can hold its own ingame. It's not as bad as Torterra or Meganium. Serperior is actually pretty tough in competitive, thanks to Contrary and Leaf Storm.

it's all about strategy, sadly I can't deploy it as I would liked to but I know people who has done tremendous stuff with Decidueye competitively speaking, it's knowing what exactly you can do and how much you can do in battle to cause damage, it's not just get the best stats just to defeat anything in one go, not all pokemon are meant for that

Any Pokémon can work if you know how to support it. I've seen people put Decidueye to good use too. It's not bad, just kinda middle of the road. If you can make it work, that's great.

exactly, I don't just follow what the others say, if I or someone else makes it work, then it's good, sure there's others who have better qualities but even so, who doesn't?

Very true. Use the Pokémon you love above all else. Even I won't use a Pokémon I don't genuinely like. It's a game, have fun with it.
