I like how they range from schoolyard taunters through those who merely have abrasive personalities to would-be national conquerors and abusers of ancient magic powers.

Sunset wanted to be a major villian, but never achieved anything notable other than temporarily turning into a dragon once and scaring some kids. The entire rest of her repertoire consisted of "being bitchy to a bunch of highschoolers for a few years" and "stole the Element of Magic for a few days".

And all Nightmare Moon actually accomplished was scaring a bunch of ponies, and making some threats. Neither of them did any lasting damage, except perhaps to Celestia's emotional welfare.
I don't know if you've noticed, but the villains' ultimate goals NEVER work out in this show, thanks to ever-convenient rainbow blasts. Using one of those is an automatic qualifier for "major villain."
