The year is 1999; the world has seen three World Wars, and only now has the dust from the most recent war settled. As the Brotherhood of Nod used a hijacked Ion Cannon satellite to raze the White House, causing the United States to withdraw from the United Nations in a new period of isolationism, the so-called "War On Terror" had seemingly ended with the Brotherhood's victory. However, this victory has not been absolute, as the world still remains divided, now more than ever.

The Brotherhood of Nod, despite its great victories against the USA and UN, have found their triumph lacking. Despite beating back the now disbanded GDI's assault on Kane's First Temple in Sarajevo, its hold over the African continent has almost immediately collapsed, with a UN Peacekeeper counter-offensive from the South and Northwest, along with General Yevgeny Orlov of the World Socialist Alliance's assaults from the Horn of Africa in the East, forcing Nod's African forces into the Northeast. The recent coup d'etat against Nod's leadership by General Hassan Gammal in Egypt, and the supposed death of Kane, may very well be the final nail in Nod's coffin... but then again, this wasn't the first time the power of Nod has been underestimated by the world, to catastrophic results.

The United Nations, despite losing one of its most important members in the USA, and having GLA and Nod forces launch a brief but devastating sacking of the European continent, still holds a tenuous grip over the world stage. Having sent Nod and its allies on the run in Africa with its combination of Advanced Technology and Elite Peacekeepers, the UN has shown that, despite Nod's interference, it will continue to fight for preservation of Stability and Democracy, even as the 21st century is about to dawn

The World Socialist Alliance watches the situation with both interest and worry. It has been only 12 years since the end of the Third World War ended with Cima Len Davidova deposing the megalomaniacal Anatoly Cherdenko, and only now does it seem that the entire world order is once again being upset. Although Premier Davidova has begun to exploit the post-war collapse of Nod by having WSA forces liberate the nations of East Africa from the Brotherhood, the creeping influence of Nod in Eastern Europe, and the "new" GLA in the Central Asian SSRs, along with the APA's contentious rivalry and rumors of Hardliner plots within the USSR itself, has forced the WSA on high alert, guarded against potential attacks from without and within...

The Global Liberation Army, originally considered extinct with the death of Mohmar "Deathstrike" Aliyev, and the flight of his second-in-command Anwar Sulaymaan to Central Africa, was able rise from it's initial destruction in the Middle East Meltdown to truly became a Global "Army of the Damned". While the original organization was, despite its name, based almost entirely out of the Middle East, the "new" GLA both draws and spreads it's power across the world, from the seas of the South Pacific, to the jungles of Central America - anywhere there are nations and people who are sick of being "proxy fighters" between the superpowers, and reject the twisted theocracy of Nod, the GLA is there, with ADK-45s for every man or woman willing to fight for their liberation

The Empire of the Rising Sun, like the WSA, is currently watching the unfolding situation with caution. While officially "on probation" to become a full-fledged member of the United Nations, Emperor Kamina has been rebuilding the Empire's forces and crafting new strategies and warplans in secret from the UN's inspectors. Whatever the ambitions of the Empire are, there are many problems that must be dealt within its own borders first, from GLA insurgents and pirates contesting the Empire's holdings in the South Pacific, to the tense standoff with the Asian-Pacific Alliance over the control of Taiwan and Korea - a situation not helped by the wildly unstable ruler of the DPRK, Kim Jong-il, threatening the Empire with Weapons of Mass Destruction, along with rumors of his collaboration with terrorist organizations...

The Asian-Pacific Alliance is the youngest power block to emerge on to the world stage and is the rising star. Having decisively crushed the GLA incursions within its own borders, and even helping to lead the UN in routing Deathstrike's Sacking Of Europe, the APA's economic and political reforms have empowered its control of not just mainland Asia, but arguably is beginning to grip the rest of the world by its purse strings. Yet despite many already believing the 21st Century to be the Chinese Century, there may be threats within the APA that may bring the resurgent Middle Kingdom crashing down before it can rise again..

The United States was arguably the nation that suffered the most during the 20th century; between Nod destroying the White House, and the GLA both sinking the USS Dugan and raiding the city of Livermore, a frustrated American public demanded for a withdraw from global politics to focus on defending the homeland. However, a military coup against the Fielding Administration led by General Gregory "Pinpoint" Townes has resulted in a massive outcry amongst the American population, and several armed uprisings by militia organizations. The coalescing of these militias under the banner of the so-called "Free American Army" has many speculating that the United States is either on the brink of, or well in the middle of, a Second American Civil War

Yet even in these dark and troubled times, darker and more troubling rumors swirl like wildfire across the UseNet. Wild claims of half-human monsters roaming Transylvania, and giant fortresses guarding a now-silent Antarctica. Gossip of supposed "phantom channels" that are psychically brainwashing sleeper agents for the "Dominion of Epsilon".

Storied speculation that the "Red Zones" most infested with Tiberium, and even remote settlements and bases in the heartlands of the superpowers, have had sightings of "UFOs" and "giant alien mutant bug... things", supposedly summoned by the siren call of a world seeded with Tiberium

Whether these rumors are anything more than the fevered delusions of web-addicted conspiracy theorists, what is clear is that the world is gripped by conflict and strife. It seems almost inevitable that the handful of ongoing low-level skirmishes may quickly escalate into a global conflagration, one that may see the superpowers grinding each other into powder under tanks, bombers, and superweapons.

Will Kane return to lead the Brotherhood of Nod on a new campaign of conquest? Will a Hardliner coup dethrone Davidova, and have the WSA make a third bid for world domination?
