SOLD to:Two crazy yet intelligent reality warpers who know things beyond human understanding who can destroy the very multiverse that they reside and live in. But for some reason only really go after and get outsmarted and defeated by children.

And I'm not sure Pennywise is universal, since he has zero feats supporting that. He's town level at best.

Well Pennywise has no feats that make him multiversal, he was defeated by CHILDREN for Christ's sake. Hell, I'm pretty sure Jeepers Creepers could beat him in a fight. Bill would probably one shot Pennywise using about no effort whatsoever, just like he did to Time Baby. In fact, I can write the fight here.

Bill: Oh, looks like Krusty showed up!
Pennywise: Want to float?
Bill: Want to die?! (Incinerates him)
(Pennywise gets destroyed)
Bill: Well that was fun! I'll have me some ice cream!
This is a character that's shown the ability to freeze and reverse time, he has pyrokinesis, he can regenerate, manipulate his size, he can turn any object into a living being etc. He should win, considering just how much more OP he is. I mean, Bill could probably defeat BEERUS with ease.

How would the deadlights make him universal, let alone multiversal? So they're able to drive people insane, that doesn't mean he's multiversal. Some one who gets beat up by 7 kids and killed by humans isn't universal. Pennywise has zero feats to support that he's at that level.

And also,scaliling to Maturine who is a universal being and is Pennywise's mortal enemy should at least put him at that level

Has Pennywise ever fought with Maturine? Even if he has in the past, he still hasn't shown the strength to destroy a universe. Bill Cipher is just so far above him that he shitstomps. Bill Cipher could probably defeat Goku, if Pennywise tried to fight Goku, he'd get destroyed. If seven kids can fuck him up, Bill would have zero trouble whatsoever, especially since he won't be afraid, nor intimated by Pennywise.

Okay, so even if Pennywise was universal, which he only is in the books, not the movies, Bill should still have zero trouble with him, considering he wouldn't be afraid or intimidated by him, and would most likely one shot him. Seriously, you could have millions of Pennywises, they'd still all die.
