Theyre an assistant robot that was made purposely to be analytical and lacking of emotion (creator deemed such things unnecessary to their purpose).
They help Screw Loose with research experiments and whatnot. Dr. Loose also made 13 to contrast with G.E.NE, another assistant robot.
Theres alot more to it but I don't wanna make tangents through comments haha
