PAST: it is unknown who truly build it or lived there before sylveon moved in or why they sold it.
just a sylveon would find this lab sold on Ebay and bought it for two dollars (although he would go on to claim he build it himself). this is where he found the cloneing pod and made Aliza (known as doodle-clones at the time).

the lab seemingly has an infinite amount of rooms conveniently one for each clone. sometimes new rooms are found that weren't there before.

the lab is locked at all times no clone has even been outside it. sylveon himself hasn't left it in years (due to being to lazy)
