Bio:
This is Bandai (Bandai-san to those in the DB universe). He's a friend of the DBO Era Capsule Corporation President (character currently undecided). In AGE 998, he approaches the company president with an idea to develop the technology behind Pan's digital dōjō into a game. The result of this collaboration is "Miracle Battle Heroes"!
Miracle Battle Heroes is a game developed to entertain people of all ages, but aimed specifically at kids who can't find enjoyment with the Digital Budōkai (which utilizes your real life traits, skills and abilities for combat). The game grants players the ability to digitize their consciousness into one of the many playable characters, or they can create an avatar of their own liking from a large variety of races. As they battle, they can unlock new characters, stat builds for their characters, missions, attacks, costumes or many other things. Unbeknownst to Bandai though, having been co-developed by a descendant of the Brief family, the Capsule Corporation president utilized the opportunity to use the stories of his ancestors as the basis for the game. Many heroes and villains lost to the annals of time are immortalized in plain sight as "fictional" characters in the game's world. Though it sometimes leaves players questioning why historical figures such as Mr. Satan, Cell and Buu are included as guest fighters...
Bandai inadvertently becomes the game's mascot when the character he created for testing is used so often for promotion that he becomes somewhat of an icon, even to those who don't play. This leads to him making real life promotional appearances to tie in with new game updates, along with the rest of the game's moderation team after it launches in AGE 999. This consists of the Battle Navigators Hiro, Sora & Tsubasa, Battle Princesses Momo & Tama, and Battle Engineer Yoshito.
Notes:
Decided to give purpose to the avatar Bandai Namco uses to promote it's Dragon Ball games with character creation. As bad as he looks, I like this one better than the version in Ultimate Tenkaichi/Blast, and it serves a better purpose too.

Well, he is a non-fighting Earthling.

Well, his "inspiration" was a Saiyan Class in Xenoverse, so I'll probably go with that.

I don't think that's the name. He's the Time Patrol's "Ace" member, meaning the best.

Heh, nice. So I guess the reason for his appearance can be in-universe marketing?

Pretty much. He made the avatar using the same crappy tastes whoever designed that avatar did. As bad as it sucks, it still ended up becoming an icon for the game franchise. So he keeps using the look for pretty much everything.

Haaa, very nice use of the nameless hero. I find it neat that you made him a human as opposed to being a Saiyan.

Saiyan in-game, human in the real world.
