I used like the basic of basic for mine. -3-;; A free program called Beneton Movie GIF. Ahhh.

You basically draw the frames in a drawing program (I use SAI) or draw on Beneton. I guess it's really basic, it's more like a Paint rip than anything. The drawing part anyway. Then you program the lag each frame needs, and if its transparent or not.
Very simple.
