All I would say is to offset the speed of each horizontal pixel layer on your ice. Perspective 'n shit.
And that hardly makes any sense, so look at the BG for Ice Cap zone Act II.

feel free to make the pixels slower, i have NO idea how to animate oh photoshop XD it took me 30 mins JUST to get this far lol
