I feel like it would be doomsday.

As a fan of both characters

Clockwerk only lives off of the hate chip which was taken and destroyed in sly 2

[Fun fact] The only remaining parts of clockwork was one of his eyes.



Doomsday
Well he is like geras from mortal kombat 11 when they die the ressurect themselves and then get stronger.
Just to put icing on the cake if doomsday dies he cant be killed by the one who killed him before
