This is the cropped version of her hair (the extra hair was shunted onto a whole 'nother canvas). The human practice of huuuuuuuuuge royal portraits unknowingly stemmed from the Alternia practice of why can't we find a canvas big enough to fit the Condesce's hair.

The reason she has to enslave people into quadrants is because anyone who spends too much time around her gets suffocated by that seething mass of keratin.
