To be honest, it would have made more sense, since Celestia should have known Discord would know about Twilight. Definitely one of the biggest mistakes in the episode's writing. That is, unless you ascribe to Celestia being omniscient, and knew that transferring the magic to Twilight was ultimately favorable, because it would ultimately unlock rainbow power. However, I don't think the current writers were thinking this, but considering the images of past episodes in Magical Mystery Cure, they might.
