Well I could see Derpy being a outcast changeling, and she came into Ponyvile and instead of moving on she discoverd Dinky and she adopted and now takes care of her.

Derpy was a changeling all along that chosen by Chrysalis to spying in Ponyville and live with Dinky and Doctor Whooves who doesn't know her real identity. Because her disguise that she take too long that make side effect to her eyes and her actions. Causing her to be look so silly in the eye of other pony. On the last time her cover almost revealed because town hall accident and everypony laughing and glaring at her. She can't take it anymore and decided to bring back Dinky to "Home"
