In 1966, the Wilson Government, wishing to streamline and organise more closely the local government system in England, appointed a Royal Commission to propose changes to the structure of English local government. Three years later the commission filed its report, which remains well-known for making unusually radical reform proposals, most notably the abolition of the county-district structure and its replacement with a system of eight provinces and sixty-one LGAs.
