In case you don't get it:
69 is spying on 21, in the first panel he is hiding out in 21's closet watching 21 get dressed. In panel 3 he is dodging monarch tranquillizer darts. I have no idea what they actually do for training so I'm going blind here. The Monarch and his wife are vaguely in panel 4 in the control room. and lastly, the last two panels have script pulled from the show of 21 talking to 24's skull about his plans to kidnap his possible murderers.
