What tool do you use to make the cuts?
I use a wooden tool that kind of looks like a butternife, but the edges of the cuts are always really rough.

Sounds like the tool I use. Just sand your work after the bisque. Also, do not use it too wet. Get out a heat gun or torch and dry it some before using the tool it will reduce the amount of rough edges. One other thing try lightly going over that with a damp sponge to reduce the edge.
