This is Elmina, form the "False Child" story line. Shan's "sister". It's in quotes because Shan wasn't really born in the Kingdom of Heaven, she was brought there by God (it's a fictional story, I hope I don't offend anyone by using God >.< ), and the rest will be explained somewhere else.. eventually, because this is not about Shan. O.e

Elmina is one of six members of Heaven's Royal Family (seven after Yuki is born). Each member of the family has an element (except for Shan, who can control all of them, and Aura, who controls nature, but not an actual element).

Elmina's element is water, so some people call her "The Great Blue". Aside from being a princess, Elmina controls the judicial branch, and so she's also known as "The Judge".
