I LOVE this design! adding to the other comments here, I like this way better than the pretty boy styles that I keep stumbling across. Yours reminds me of the Joker (which is SUPER FITTING), but still has a lot of originality to it! A great fit to Bill's voice, too. Awesome work!

I agree with the rest of the comments - much prefer this design to the anime-like designs I've seen much more frequently - yours is packed full of character, and isn't a bland pretty-boy - the looks really fit the character, and one measure I think that shows you've done a great job of capturing him - I can totally imagine Bill's voice with this look!

some people are set on his human form being a bishe anime character -_- but to each his own I guess.

Ahhh, well I definitely love your interpretation - and wow, his jacket and overall outfit look AMAZING and suit him perfectly! 
And pfffft, nah! No to the bishis, I say... not just in terms of humanised Bill, but just in general... I prefer characters with CHARACTER. And your design certainly has it!
And heck yeah, that was an awesome animation, really shows just how well the design works when you see him speaking and moving like that, epic job!

This is a really original human design for Bill. It also really fits the character, it seems like most people draw him as a really pretty guy, which I really don't like.
