I know a way to fix this.
Go into your addons folder and create a new folder called "my_addons"
Copy and paste everything already in the addons folder into that folder.
It works for me.

Garry's Mod
Getting more broken with every update
I remember when the new Garry's Mod 13 before the Middle of November 2012 was able to face pose all characters correctly including Half Life 2 characters.
But since the update around mid November of 2012 and that point foward, Face Posing Half Life 2 models had forever been broken for life.

Well, that's strange. Wonder what could be causing that. My HL2 ragdolls have been perfectly fine (besides the Vorts, but thankfully someone's fixed them already)
And I'm sure you're aware by now that it's a Steam/Workshop issue, not Garry's this time around, just want to make sure.

I just realised that a day after posting that comment.
I then figured out that by running Steam in Offline mode, I can get around the new issue and still be able to use my addons in GMod
