I guess Sanzaru felt that Penelope got in the way of the story, so they decided to make her change sides.
Douglas Adams had a similar problem with the Fenchurch character in the Hitchhiker's Guide to the Galaxy series, but instead of turning her evil, she simply vanished. en.wikipedia.org/wiki/List_of_…

What happened, we don't need more female villains, we need just one more good girl character along with Carmelita.
If there's one thing I would love in the next game, is redemption for her. Via seeing her ways and help the gang, seeing she really was manipulated by it (even when it looked like she did it on her own) or clone. Either way works. Make it happen Sanzaru, bring sweet Penny back in some way :<

Seeing as how the other female villains are dead, in prison or reformed, I think having a potentially recurring female villain is a nice touch. Unless you count fighting Clockwerk's body in Sly 2 and re-enacting the Panda King fight in Sly 3, Penelope is THE ONLY boss that Sly has fought TWICE.

Carmelita is the pinnacle of awesome female character, I feel like the series is over taken by strong males instead of strong females. I've been trying to practice the canon characters, especially Murray. For some reason I have a hard time getting his proportions right... stupid dinky legs!
