Well, according to she was born a year after Kitty. Plus, her birthday is on August 16th while Kitty and Katty's birthday is on February 19th.
Another thing to note is that Cat and Katty were both hypnotized to be evil. Katty became evil when she tried to save Cat from getting turned evil by Birdbrain's father and Cat was turned evil by Dr. Rabies (Who later turned out to really be Dudley's brainwashed father). Dr. Rabies also scratched out Cat's left eye. About at the end of last year, Kitty actually managed to heal Cat's eye. But Cat's eye was scratched out again during a fight with Katty to free her from DOOM's control. I assume Katty scratched it out.
