Military aircraft used for Electronic surveillance can get a bit odd. And usually tend to have that weird bulging nose. Either that or an odd bulging underside.

The Hansa was a unique German bizjet that was developed in the 1960s. Β The jet had a swept forward wing, not for advanced aerodynamics as much as to have the wing spar structure join the fuselage outside of the fuselage pressure vessel. Β I believe these Luftwaffe ECM trainers were the last of the Hansa's to fly before the type was retired.

This acft is too vulnerable to be a jammer for a strike package like the USAF EF-111A:

More likely it is programmed with the Warsaw Pact type of emmitters and fly intruder missions to train the NATO 'friendly forces'. Β
The USAF used "Fakers" like the EB-57Bs of trh Vermont ANG:
