Well... for those of you who don't know, this is Putata, first member of the Shurara corps to appear in the anime. I sorta wanted to draw him to test out a new shading style, but ended up doing it the same way lol... I guess I'll make this a gift for the creator of Putata, since she's a sweet girl and a wonderful artist.Related content

Once there was a little girl called Clarissa, she was ten-years-old and she lived in a mental
hospital, because she killed her mom and her dad. She got so bad she went to kill all the
staff in the hospital so the More-government decided that best idea was to get rid of her so
they set up a special room to kill her, as humane as possible but it went wrong the
machine they were using went wrong. And she sat there in agony for hours until she died.
Now every week on the day of her death she returns to the person that reads this letter, on
a Monday night at 12:00 a.m. She creeps into your room and kills you slowly, by cutting you
and watching you bleed to death. Now send this to ten other pictures on this one site, and
she will haunt someone else who doesn't. This isn't fake. apparently, if you copy and paste
this to ten comments in the next ten minutes you will have the best day of your life tomorrow.You

Hmm... You mean the background?
In Photoshop, double click the layer and select outer glow, select a shade of blue or cyan for the color and set it to 2 spread and 20 size. Then just use dodge tool to make it extra glowy = )
Though, I'm sorry but I don't know how to do that in SAI if you only have it D: I'm not very good at SAI XD
I also used splatter brushes, some people make their own brushes by vectorizing stock photos in Illustrator then using it in Photoshop, but I don't have time to so I just download them if the creator says it's ok.

And the technical skill that used it is a splendid thing! !XD
But, there cannot be the thing that I operated Photoshop....orz
If I think, I compare SAI with Photoshop, and there will be the inconvenient place to some extent because there are few functions.
However, I think it to be easy to use it personally simply because I have few functions.
If there are many functions, I am particular and am not usable.;_;
Therefore I respect you very much!!!

For me it's sort of the opposite, SAI seems a bit more convenient but I can't even do the basics since many of the tutorials are in Japanese XD
