Let's just go with Gems are all female, by our own definition, but with a nod towards the fact they're alien beings so our views don't exactly apply to them.

Technically speaking, they are actually genderless shapshifters that can take on whatever form they want. Most have a default form which is feminine, however they can alter this default form whenever they need to reform after their bodies are destroyed, as it was stated by Ian Jq on twitter when he said "gems all "look female" when they are created, but it's entirely possible for one to take on a "male form" after being poofed...".
