The Armed Forces of the Russian Empire consist of 3 major military branches (land forces or the Imperial Army, sea forces or the Imperial Navy and paramilitary border-protecting territorial Cossack Troops). The most elite Army, Navy and Cossack units are gathered within the Imperial Guards Corps, deployed in St. Petersburg, Warsaw and Helsingfors (some Guards also serve in the 'hot spot' conflict zones as elite expeditionary forces). The Army and the Navy include autonomous Polish and Finnish national units, while the Cossacks are exclusively Russian troops. The Army, the Navy and the Cossacks are responsible to the Imperial War Ministry. There is no independent Air Forces in the Russian Empire, but at the same time both the Army and the Navy have got their own aviation branches.

There are also Local Troops in Kingdom of Poland and Grand Duchy of Finland, responsible to their Prime Ministers in peace-time and Russian Commander-in-Chief in war-time. Their counterpart in Russia proper is State Militia, raised only in war-time and serving as the reserve/national guard troops in peace-time.

The last part of the Armed Forces is the Special Corps of the Border Guards, which is a part of Ministry of Finance in peace-time, but designed to join the military forces immidiately in case of war. The Border Guards have their own aviation and water warfare components.
