General Order 24 is an official Starfleet policy. In canon, it was issued twice: Once for Garth of Izar, once for Kirk. Neither have executed it and found a way to end the conflict without bloodshed.

GO24 is another Cold War era concept, one which actually predates the real-life MAD (Mutually Assured Destruction) scenario: nuke' em before they could nuke us.

I always thought about the weeks and months to follow. Β It's most likely the two worlds sought peace, but imagine the sense of guilt and shame they both must have felt over what they would come to realize was terribly pointless.

And it's so... Human. Imagine if, let's say, the USA and Russia decided to bury the hatchet. For generations, they viewed the other as monsters. It would be hard to change the views.

Β The problem isn't it's citizens. It's the leaders, who won't let go of their greed and desire to control. So long as Russia has an authoritarian leader who probably ordered the influence of my country's last election, it will be all but impossible for my country to be at peace with Russia.

Β Peace for the sake of not annihilating each other might not be stable enough. There must be common values, or eventually, it will fall apart, and tempers will flare. The current Russian regime doesn't respect human rights, or the notion that the power of the government comes from the people.

Β That said, the disarmament of at least enough of both nuclear arsenals to not annihilate every other country many times over along with both the US and Russia would be nice, followed by the realization that annihilating entire populations of civilians is not normal or civilized.
