It's always nice to see the new ships our fleetyards keep churning out. When I was a kid, Warp 2 was a miracle. The ship we're docking with is rated Warp 6. A fast ship, built for exploration. Typical Starfleet. They haven't learned the lesson after the Xindi and the Romulans.Admiral Eisner welcomes me abaord his Vasilissa. We sit down in his ready room. By the looks of him, he has the worst news.
"Captain Randolph, the Vulcans, Andorians and Tellarites don't wish to participate in a conflict with the Kzinti", he says. I so hate when I'm right.
"Admiral, those things are massacring outlying colonies and ships!", I burst out, "We can't defeat them alone! We need Starfleet's help!"
"Starfleet is no longer under Earth's sole command. A majority of the Federation Council is against a police action."
"A... police action?", I mubmle. This man is either too stupid or too deep in a politican's ass for his own good, "This isn't space pirates we're dealing with. This is a predatory species that is now actively targeting Homo Sapien. The First Fleet wasn't meant to fight the war against them. This is way out of our scope!"
"My hands are tied in these matters.", he says, with an aura invoking Pilate.
"I understand", I say and leave his office, not waiting for his dismissal. I don't care about his rank. He's not my superior.
As I return to Polaris, all the others know what has transpired. It's just written on my face. All I want to do is go back and kick that bastard right in the jaw, but I can't even waste that time. The clock's ticking. I need to contact Leningrad. We need to prepare for war.

Β Can't say I approve. Under my interpretation of the Federation's mutual defense pact, Starfleet would be required do deal with the Kzinti, since they are attacking colonies affiliated with a Federation member planet.
Β Not doing so would force the First Fleet to build warships capable of dealing with the Kzinti, whether the Federation Council approved or not. Don't get me started with the distinct possibility of human-manned Starfleet vessels wanting to intervene, orders be damned.

Great story as always Dave, but I still find it hard to get past the mindset of the first fleet as a whole and Randolph in particular. Still, cant beat the ships you design. Dat LC doh, lookin fine!

Randolph is the creation of its generation. He was never an intellectual, he's a hard-working man who had to take up the uniform because duty called. The original UEFF was basically grunts. This has softened a bit over the decades up to the point of the TNG era, where UEFF officers were almost indistinguishable from Starfleeters. A bit more conservative, a bit more trigger-happy, but the best od Humanity.
