Considering the pattern of Character-quotes on Gear pieces, I'd say it would fit. It doesn't neccesarily mean that those names are the ones of the spotted characters, but I think everything he found will be in the game.

I was wondering the same thing myself, of course it doesn't mean that they'll actually be playable but there's a good chance they could be...well them or that they're among the Battleborn who have yet to be released. Though I have to hand it to him, he's got a pretty good eye for detail.
