(scritches his head) Your work is generally excellent, but I agree that this is an inexplicable bit. Beyond what others have said, a casual glance at the water indicates a strong wind going OUT. Even stipulating the sails aren't furled, the ships should all be flat aback, and they shouldn't be angling forward, they should be rocking BACKward.

Very nice, but why would moored ships have sails set? They'd be blown into the quay.

That's a pretty amazing piece, it has a very traditional and classical feeling to it. All the elements look great and the atmosphere is nice too.
