I remember when I was little playing SFII on the SNES my friend would play so much using Sagat I started heaing "Hi Sir" instead of "Tiger"

That's not irony. It'd be ironic if Sagat were depicted as a good guy.

In fact, I think that was actually the intention of this picture. To allude to the fact that Sagat is a troll spammer.
