Judging by both official source material of the Emperor on the heights of other superhumans, I feel like it is. We know Astartes are 8'2 on average, which would place them close to the bottom of the Eagle of his chest in this image. Custodes are known to be larger than Astartes, and they aren't much taller than that. The Primarchs would be lesser in size if not the same as the Emperor, and they are taller than Custodes. So this pretty much checks out for me. If anything, it'd be a foot shorter in difference at max.
Plus, it's more accurate to say the Emperor appears to individuals as either he, or they, wish to see him as. It is said Blanks see him at regular human size, whereas Primarchs see him as tall, or taller, as they are.
