I immediately recognized the character by his features. I remember the very episode he appeared in and his insatiable desire to give every single person and animal on earth a really close shave.
That being said, while your portrayal of him is in a truly mischievous manner, Fred wasn't so much evil as he was insane and hellbent on making everyone bald. Even his personality was that of a friendly one despite his twisted tendencies so for me the impact of this is a little off the mark.
As always your technique when it comes to drawings is in fact memorable, especially when you delve into characters from everyone's childhood. However I've noticed that some of the things you draw don't match the characters you try to portray, this one included.
Of course to each their own. If anything, I still like the drawing as I do many of the other ones in your collection, it's just that while some of the things drawn in your style look great (Fidget the Bat for instance) just don't fit as well as others.
In short, anyone who has seen and watched Courage the Cowardly Dog as religiously as I have will certainly remember Fred vividly just by viewing your drawing. In my defense however not everyone will have the same reaction I did, but if you were trying to make him look crazy as opposed to mischievous then for me you didn't quite pull it off.
In the end I still love it because of the memories it brings out

Gives a wonderful feeling to the show, Courage the Cowardly Dog. A simply creepy villain indeed.
Dirk Erik Schulz brought back one of the best shows with his art style that brightens up inspirations. With the proper tools and hard determination, he creates a wonderful masterpiece.
What really captures this picture is how Dirk has pictured this particular character, along with his characteristics. With a hair shaver in his hand and a creepy expression on his face, Dirk has succeeded in drawing an abstract figure that will attract audiences in a huge crowd.
I must say, this will soon be a crowd favorite to the whole world. Way to go Dirk. Way to go.

Oh my god, you have no idea how happy you've just made me. Freaky Fred (aside from being my favourite character of CTCD) is just sooo creepy and sooo spooky and soooo... nauuuuuuughtyyyy, and you captured him PERFECTLY.
