Ah you talk of 'Fear and Loathin in Las Vegas', yes this movie came out 1998.
And yes, Rango is quoting this movie too, so the confusion is understandable.

Well it will not deliver an important message like King's Speech, but that movie is a drama.
Rango is on the field of comedy and animazion one of the best you can find.
